Andrew Sellors

Andrew is a Divisional Director with over 15 years’ experience in transport planning. He is currently the Framework Director for Jacobs on the Cheshire East Highways integrated services framework, co-ordinating the delivery of the “reachback” services Jacobs provide to Cheshire East Council. These include highways engineering and design, transport planning, traffic engineering, environmental surveys and advice, programme and cost management and railway planning.

Working with Cheshire East since HS2 Phase Two was announced, Andrew has worked with elected members, officers, consultants, Parish Councils, residents, HS2 Ltd and Network Rail to produce Cheshire East’s responses to all the HS2 Phase Two consultations since 2013. Since January 2014 Andrew has worked with CEC, NR, HS2 and DfT on the case for a HS2 Hub Station at Crewe, which would be capable of serving seven high speed trains an hour connecting Crewe to London, Birmingham, Manchester and Liverpool. He is part of the team developing the case for the Hub Station, and also working with the team developing the masterplan and required infrastructure around the station, as well as the CEC team working with the LEP and Constellation Partnership to understand how best the wider sub-region is connected to and benefits from the Crewe Hub. He is now part of the team working with CEC, TfN, DfT and HS2 to ensure that the infrastructure required to generate the benefits the Crewe Hub can be delivered.

Andrew has worked with clients to identify funding opportunities and infrastructure prioritisation, and has successfully secured funding for a number of schemes, which includes securing over £170m towards a highway infrastructure programme worth over £350m with CEC in preparation for the Crewe Hub and Local Plan growth. This includes funding from the Local Pinch Point, Local Growth, Large Local Major Scheme and National Productivity Investment funds.
